Off-site linkage infrastructure ("backhaul") should be funded by all network users; not property developers. Optic fibre technology is desirable, but not essential. Legislation must make allowance for alternative technology and innovation. Legislation should remain focused on making development projects fibre ready/capable. The requirement to install FTTP should be linked to the presence of linkage optic fibre infrastructure; not to the size of an urban development. The 1 July 2010 commencement is not realistic.

We're concerned with the way that ANEF contours are prepared by airport operators and particularly how the current system is open to manipulation by airport operators to unnecessarily seek the serialisation of land in the vicinity of airports. The role of Airservices Australia in the approval of ANEF is vital, but recent experience brings their effectiveness into question.

Fundamentally, the Urban Taskforce has a simple position on the matter of donations to political parties.  We have had the same position for more than five years: we advocate a complete national blanket ban on political party donations from anyone — corporations or individuals, developers, lawyers, doctors, trade unions, miners, tobacco companies or environmentalists.

The review concedes that the federal environment law is repetitive, lengthy, unnecessarily complex, and overly prescriptive. However, there are almost no solid reform proposals to reduce the red tape burden. Instead, there are proposals to extend the heavy hand of regulation to many more urban development projects across the country.

The central proposals of this paper are unjustified and alarming. These proposals would mean federal involvement in a large number of greenfield development applications. Given that most land-use regulation is primarily managed at a state and territory level, federalisation of Indigenous heritage regulation would create an unbalanced and incoherent regulatory environment. The proposals do not adequately respect the property rights of non-government land owners.
