Any policy solution must boost overall home supply and help both those looking for rental housing as well as those aspiring to own their own home. Subsidies that are funded by levies or restrictions on other forms of housing are grossly inequitable and will lead to a decline in overall housing affordability. It is crucial that no new affordable housing levies be imposed.

We're concerned with the way that ANEF contours are prepared by airport operators and particularly how the current system is open to manipulation by airport operators to unnecessarily seek the serialisation of land in the vicinity of airports. The role of Airservices Australia in the approval of ANEF is vital, but recent experience brings their effectiveness into question.

The environmental, social and economic costs of different adaption strategies must be properly considered. Strong credible property rights are crucial to securing sustained and ongoing investment. The willingness of individuals and the private sector to bear some risk when acquiring and dealing with property assets should be recognised.

The not-in-my-backyard [NIMBY] group claims the absence of new transport infrastructure justifies their opposition to new homes. Major improvements to Sydneys transport network would smooth the way for Sydneys growth, but Sydney will need to cope with extra housing with or without new transport infrastructure. Theres no doubt that the congestion cancer is squeezing the life out of our city. However, this is nothing compared to a Sydney with no new homes. That would be a social and economic disaster of epic proportions.

The scheme is more profitable in areas where land is cheaper and market rents are lower. Conversely the scheme is less profitable, and less viable, in the areas where land is more expensive and market rents are high. Ironically, these are the areas where the affordable housing will be most needed.

The State Plan should include a new target that clearly states the number of zoned and serviced lots ready for development and a timeframe in which these lots will be produced. Its also important that the NSW Government measure its performance based on actual outcomes on the ground.

The new State Plan must include real and measurable targets for timely assessments of rezonings and the finalisation of standard instrument compliant local environmental plans. The State must also take the lead and actually articulate the level of population growth around centres and corridors and specify a timeframe. Finally, the wording of the State Plan on local council infrastructure contributions should reflect the governments public commitment.
