The State Plan should include a new target that clearly states the number of zoned and serviced lots ready for development and a timeframe in which these lots will be produced. Its also important that the NSW Government measure its performance based on actual outcomes on the ground.The new State Plan must include real and measurable targets for timely assessments of rezonings and the finalisation of standard instrument compliant local environmental plans. The State must also take the lead and actually articulate the level of population growth around centres and corridors and specify a timeframe. Finally, the wording of the State Plan on local council infrastructure contributions should reflect the governments public commitment.
