Urban Taskforce argues for a broader macro approach to land use definition. We support the principle that land uses are easily grouped in the types of residential, commercial, retail, industrial, agriculture, community, health etc. Boarder, commonly used, plain English descriptions of land use is needed. Not complex, detailed and numerous micro definitions

The Urban Taskforce has reviewed the draft proposed amendments to the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 (the Codes SEPP) and supporting documentation. While we strongly support the expansion of the Codes SEPP, we take this opportunity to again highlight the urgent need for Government to continue to vigorously pursue the reduction of red tape in the New South Wales planning system.

One of the most common complaints members of the Urban Taskforce have with local government regulation is the inconsistency of the advice provided to applicants. The inconsistency mostly relates to differing interpretation and application of local planning laws such as local environmental plans and development control plans. It is not uncommon for different council officers, within the same organisation, to apply controls in differing ways. This causes the applicant additional cost due to delays

The current legislation requires a unanimous vote by owners in favour of any redevelopment of the building, which in most cases is extremely unlikely and empowers individual owners to an unreasonable extent compared to the interests of the rest of the owners in the scheme.

The Urban Taskforce has reviewed the Amendment to Schofields Precinct Plan - State Environmental Planning Policy (Sydney Region Growth Centres) and accompanying planning reports. While we support the draft amendment to the SEPP, we take this opportunity to highlight the urgent need for flexibility in the areas of land use zoning, particularly when drafting planning instruments.

The Urban Taskforce has reviewed the draft LEP Practice Note - Schedule 1 Additional Uses and while we support the appropriate use of Schedule 1 and the general content of the draft Practice Note, we take this opportunity to again highlight the urgent need for flexibility in the areas of land use permissibility and zoning when drafting standard instruments.

The Urban Taskforce has had the opportunity to review the draft Byron Shire Developer Contributions Plan 2012 and while we are pleased to see a general reduction in the developer contribution rate, we take this opportunity to again highlight the detrimental impact of excessive developer contributions on housing provision and affordability.
